The Chief Strategy Officer directs the activities of the Strategy, Transparency, Innovation & Resources (StiR) office. Clarifies, conceptualizes, formulates and coordinates executable strategies to carry-out and further the City’s organizational mission and values; creates a data user friendly culture to assure day-to-day activities of the organization align with and support City initiatives; and works closely with members of the Management Leadership Team (MLT) to develop short and long term goals and ensures the City’s output are aligned with these goals.
The successful incumbent will:
Articulate the City’s vision, mission, and goals clearly and concisely, as it relates to external customers and organizational employees of all levels
Assess the City's projects in relation to resources, strategies, administrative activities, and timelines ensuring alignment with organizational goals
Analyze the success of projects, activities, and services
Collaborate with senior management, department heads, and division heads to devise effective short and long term plans
Create actionable goals
Lead and support management in the application and implementation of new policies and procedures
Develop new opportunities for innovation
Assess economic and financial viability of organization policies and procedures
Review City policies and practices to ensure compliance with all relevant federal, state, and local laws, policies, and regulations
Represent the City at related innovation and resiliency functions and events
Preferences: Strong working knowledge of management strategies, financial accounting, human resources planning, organizational development, customer relations, and leveraging technology to improve and enhance business processes; experience working in or knowledge of municipal operations, Capital Improvement Plan funding, grants administration, and/or other methods of enhancing revenue while maintaining services; experience working collaboratively with organizational leadership facilitating change and implementing new programs/processes/policies; and experience drafting and implementing strategic plans.

Preferred qualifications include a master’s degree in Management, Public or Business Administration, Finance, Logistics Management, Marketing, or other related field and six (6) years management experience, or any higher level education and experience equivalent to twelve (12) years in fields utilizing the knowledge, skills, and abilities; prefer five (5) years in a senior leadership or executive level role.
