Position Summary: The Research Compliance Manager position involves oversight of the key compliance related activities affecting the ongoing establishment and maintenance of a culture of safety, non-discrimination, and acceptance at the University of California. Position includes compliance governance, policies and procedures, training and education, communication and reporting, internal monitoring, and auditing. Research Compliance Manager will recommend response, prevention, and disciplinary standards for compliance issues; will help to ensure alignment with applicable laws and ethical standards of the organization to help prevent illegal, unethical and improper conduct.
The Manager of Research Compliance reports to the Director of Compliance . The Manager's primary responsibility is to collaborate, partner, direct and/or facilitate the systemwide research compliance programs; to utilize the systemwide risk assessment process to identify and assure mitigation of high risk areas in campus research; to act as the single point of contact for the campuses and the Office of the President on research compliance issues; and to help mitigate risk across general compliance areas as needed. The Manager will have a role in assuring compliance various federal and state regulations and University policy related to research activity including but not limited to protection of human and non-human subjects in research. In carrying out the responsibilities of this position, the Manager will partner with appropriate individuals at UC locations with responsibility for institutional research activities. The Manager will assist in the interpretation of new or revised regulatory requirements and help develop policies and procedures, as needed. The Manager will proactively assess risk to establish systems and procedures to protect organizational assets and determine strategies for a program with organization-wide impact.

Duties Duty 1: Manages and develops systemwide operational and procedural research compliance programs and policies. In conjunction with appropriate UCOP and campus representatives, responsible for leading efforts to ensure that systemwide research compliance standards, policies, procedures and communication and training programs are in place and updated to meet changing state and federal agency requirements. Ensures that audit and compliance issues are well defined and root causes are identified. Function:Systemwide Operational and Procedural Research Compliance Programs and Policies Percent: 40
Duty 2: Works with UC location representatives to maintain systemwide research compliance standards across all functional areas as assigned. Conducts sytemwide monitoring initiatives to review campus practices and to provide recommendations for improvement. Implements strategic policies when selecting methods, techniques and evaluation criteria for obtaining department results. Works with location representatives to ensure mechanisms are in place to provide recommendations for improvement and to enforce compliance standards. Function:Compliance Standard Enforcement Percent: 25
Duty 3: Convenes systemwide compliance committees whose charge includes reviewing current compliance standards, practices and education and training materials. Recommends best practices and advises the Director of Compliance of controversial situations and potential solutions to resolve. Aides all locations in their compliance efforts. Job Requirements Bachelor's degree in related area and / or equivalent experience / training.
Working knowledge of University policies and procedures relating to the conduct of research as well as understanding how federal and state regulations are applied at academic institutions.
Familiarity with HIPPA regulations and regulations governing human and non-human subjects in research.
Working knowledge of research terminology.
Demonstrated knowledge of the Institutional Review Board (IRB) & Institutional Animal Care and Use Committee (IACUC) process and protocol.
Demonstrated knowledge of issues of conflict of interest that can arise in the research setting.
Ability to communicate, both verbally and in writing about specific compliance and ethics program issues and risk areas. Requires the ability to change the thinking of, or gain acceptance of and build consensus in others in sensitive situations.
Experience in regulatory and statutory interpretation, demonstrated ability in monitoring applicable regulatory and statutory standards, and policy analysis.
Experience and demonstrated understanding of research compliance in an academic research environment and of the use of systematic compliance programs to reduce liability for regulatory violations.
Excellent qualitative and analytical skills as shown by work experience that demonstrates ability to identify, analyze and investigate potential problems; propose and develop action plans; and implement plans to resolve identified issues.
Excellent oral and written communication skills that demonstrate the ability to effectively synthesize, convey, and explain information to individuals at all levels of the organization. Demonstrated ability to draft clear, concise, and logical reports, correspondence, and summaries.
Demonstrated ability to work in a collaborative environment, to exercise good judgment, and to bring about consensus on sensitive and politically-charged issues among groups processing diverse opinions and research requirements.
Demonstrated ability to work independently and prioritize projects for completion in a timely manner, and ability to work as a team member and maintain cooperative working relationships with others.
Experience with state and federal regulatory compliance in an academic research environment. Required
