Provide technical oversight and coordination in the development, implementation, and operation of the statewide Pavement Management Program between the central office and districts (including data collection, data analysis, and quality assurance).
Analyze statewide pavement surface distress condition data. At the conclusion of the survey conduct analyses that include: condition state of pavements; identification of unconstrained/constrained needs; development of recommended “candidate” project list; determination of lane miles by condition; provide a comparison of the results from the pavement management system and results generated independently by spreadsheet/MS Access database.
Quality Control/Assurance (QC/QA): Conducts QA/QC checks of the pavement data from the data collection contractor. Lead in the task of automated data collection by vendors, answering vendor’s questions regarding VDOT’s standards on pavement distress data and accepting data from the vendor after QC/QA analysis. Help the vendors understanding VDOT standards and procedures and train their raters as necessary.
Implementation, maintenance and enhancement of the Pavement Management System (PMS). Ensure consistency and validity of data entered into the PMS over time. Responsibility to prepare/verify SQL statements for PMS data validation, calculation, update and reporting; oversight of field (district) data entry such as management section development. Lead in the enhancements to the Pavement Management System based on input from stakeholders.
Lead in the synchronization of the pavement management system with latest network inventory versions and assist with upkeep of pavement management system. Lead in the verification, improvement, and update of the data synchronization process between versions of network inventory of pavements. Lead in the maintenance and implementation of enhancements to the pavement maintenance scheduling system.
This position is eligible for telework opportunities; availability, hours, and duration are at the sole discretion of the Department Manager in accordance with VDOT’s Teleworking policy.
