The City of Asheville is currently looking for an experienced Traffic Engineer to join the Transportation Department. The purpose of this position is to provide professional engineering and administrative work and assist in the direction and supervision of Transportation Department activities. The ideal candidate will possess a Bachelor's degree in Civil Engineering with a concentration in traffic and transportation, have five (5+) years' experience in transportation engineering, possess at least three (3) years' supervisory experience and be a certified Professional Engineer in North Carolina.
Work Schedule: Monday - Friday 8:30 AM - 5:00 PM (Full-time, Exempt, 37.5 Hours Per Week)
ESSENTIAL DUTIES & RESPONSIBILITIES:
Essential Duties and Responsibilities:
Performs traffic engineering studies by reading and interpreting data to determine appropriate speed limits, traffic calming measures and traffic control devices and performing detailed crash analysis to identify patterns, causes and preventative measures.
Coordinates with NCDOT staff by requesting grants, approving plans, coordinating traffic control improvements and intersection redesign, providing and obtaining technical and operational information and guidance, processing three party encroachment agreements for sidewalks and transportation infrastructure and coordinating development access and infrastructure improvements.
Reviews design plans and specifications by arranging professional services contracts for design work, directing scope of work, reviewing consultant engineering work, accepting final product and approving invoice payment.
Supervises staff by initiating work assignments, assessing work progress, assisting with crew scheduling as needed, conducting feedback sessions and delivering performance evaluations.
Provides technical reporting by preparing and presenting written and verbal speed and volume studies, conducting detailed crash analysis and responding to requests for technical interpretation and reports.
Represents the Transportation Department on Technical Review Committee by directing consultants on scope of technical traffic impact analysis, reviewing development plans, determining appropriate land use codes, approving and overseeing implementation of traffic mitigation measures, providing media statements concerning traffic impacts of development and liaising between City Development Services, developer and NCDOT.
Develops traffic plans for City events by conducting route studies, choosing routes, determining traffic control measures, coordinating implementation of traffic control plans and coordinating with police and private security.
Responds to requests, inquiries and complaints by reading, processing and replying to correspondence, taking and directing calls, relaying project progress and scheduling and attending meetings.
Performs other similar duties as required.
REQUIRED EDUCATION & EXPERIENCE:
Bachelor's degree in Civil Engineering with a concentration in traffic and transportation, with three (3) to five (5) years of transportation engineering experience, including (3) years of supervisory experience.
Required Licensing and Certifications:
Professional Engineer License in North Carolina Required.
