The Village of Cary, IL (18,271), a northwest suburb of Chicago, is seeking to fill an opening for a Management Analyst in the Public Works Department. The Management Analyst facilitates a wide variety of administrative programs and operations within a progressive and close-knit team. This responsible and technical position also provides a unique opportunity to work closely with every department across the organization in a fast-paced environment and collaborate on a variety of substantial projects.
The Village of Cary is multi-faceted operation that provides a diverse set of services that include administration, community development, engineering, finance, human resources, police, infrastructure maintenance, wastewater treatment, and drinking water production.
The Management Analyst primary assignments include, but are not limited to:
Conducting detailed program analysis and researching best practices/industry trends;
Assembling reports, including preparation of grant applications and Village Board agenda materials;
Coordinating special projects and events;
Functioning as the department’s outreach manager, which includes the preparation of a variety of Village information sources (press releases, electronic newsletter articles, and graphic design for the development of website content);
Preparing bid specifications and scope of work for department projects and programs;
Assisting in the monitoring and timely compliance with regulatory matters and reporting requirements;
Drafting and recommending administrative policies/procedures and identifying process improvements;
Assisting in the development of the annual Village-wide operating budget;
Maintaining various information systems including the telephone system, cellular telephones, fuel management system, service request system, work order system, and others;
Attending meetings, serving as a member of various internal and external committees/groups, and making presentations;
Answering general questions from the public concerning Village matters and, when directed, participates in the investigation and resolution of citizen complaints; and
Performing routine administrative support functions, which may include answering telephones, preparing documents, scheduling meetings, greeting and handling general requests from the public, tracking operational expenses/invoices, and similar tasks.
A bachelor’s degree (or higher) from an accredited college or university is preferred, with major course work in public administration, engineering, business, environmental sciences, or a related field. An equivalent combination of relevant education and experience will be considered. Recent college graduates are encouraged to apply. A valid Illinois Driver’s license is required.
The ideal candidate would possess the following:
Strong customer service and communication skills (both verbal and written);
Strong computer skills, with intermediate to advanced experience utilizing Excel and/or ArcGIS a plus;
Knowledge of mathematical and statistical principals;
Mastery of the English language (oral and written), with bilingual skills a plus;
Ability to prioritize, organize, and manage multiple projects independently;
Ability to adapt to changing technologies and a desire to continuously learn new skills;
Ability to make effective and persuasive presentations on complex or controversial topics to managers, elected officials, or the public; and
Demonstrate a passion for public service with a commitment to developing a career in local government.
