The County of Orange is recruiting for a highly experienced Integrated Disability and Absence Manager. As a dual reporting relationship which is under the direction of the Chief Human Resources Officer and the Chief Financial Officer, this position will recommend, implement, and oversee the County's nonoccupational disability related programs. The Integrated Disability and Absence Manager will also work with Risk Management in managing employee occupational disability. The main objective of the position is to coordinate efforts related to both occupational and nonoccupational absence in order to integrate a full disability management program within the County's culture.
The Integrated Disability and Absence Manager will (within the scope of disability management):
Ensure program compliance with all government regulations including Americans with Disabilities Act (ADA), Family Medical Leave Act (FMLA), Fair Housing and Employment Act (FEHA), and County Memorandums of Understanding (MOU).
Make recommendations on related training, policies and procedures and provide training on a County-wide basis.
Facilitate efficient program administration and best practices related to absence management and return to work. Serves in a consultancy role in the design and development of new program features and cutting edge solutions to enhance Leave of Absence and Accommodation program services and performance.
Identify and implement strategic, short and long range planning and a programmatic framework to improve the productivity of the workforce and reduce direct and indirect costs.
Provide leadership and serve as the senior strategist on disability management, providing supportive guidance to supervisors, managers, and employees.
Represent the County during administrative hearings, case review meetings, and other highly visible meetings as needed.
Coordinate between County departments for placement of employees during interim periods of disability and permanent placement if disability is permanent.
Identify strategies and resources (internal and external) to facilitate the best response to disability issues. Facilitate discussion and problem solving with internal and external clients for resolution to ensure disability leaves are effectively managed throughout the entire process.
Work with and provide direct and/or indirect supervision to satellite Return to Work teams stationed throughout the County.
DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES
The ideal candidate will possess a Bachelor's degree or higher in Public Administration, Rehabilitation Services, or a related field and over five (5) years' experience managing an integrated disability management program. Professional certification such as Certification of Disability Management Specialist (CDMS), Certified Case Management (CCM) or Certified Professional in Disability Management (CPDM), experience in the design and delivery of disability and absence management programs, and experience with managing and supervising in a large and complex organization is highly desirable. Additionally, the ideal candidate will demonstrate the following key competencies:
DISABILITY MANAGEMENT EXPERIENCE Demonstrated experience designing, developing, and delivering disability and absence management initiatives. Experience ensuring program compliance with all government regulations, including ADA, Workers' Compensation, FMLA, CFRA, FEHA, and employment laws and procedures.
COMMUNICATION Outstanding skills in both spoken and written communications. Includes the ability to write cogently and concisely, with excellent grammar, spelling and punctuation. Demonstrated ability to develop presentations and to present effectively to audiences at all levels. Excellent skills at engaging audiences, explaining complex processes and demonstrating active listening.
COLLABORATION Demonstrated ability to work effectively with others, establish and maintain strong working relationships throughout the organization and within the team. Ability to communicate, consult, gather perspectives and understand the viewpoints of others while influencing win-win solutions and forward thinking initiatives for the organization.
CRITICAL THINKING Demonstrated ability to interpret data, develop conclusions, and develop and implement action plans that resolve issues. Experience in solving complex long term occupational and nonoccupational leave matters and developing effective solutions.
