The University of Illinois seeks a Clinical Reimbursement Analyst (Healthcare Reimbursement Analyst I). Under the general supervision of the Director of the Research Program or his/her designee, the incumbent performs tasks related to reimbursement functions for clinical trials that includes, but is not limited to: evaluating research protocols to assist research investigators in identifying standard of care versus research components for care and testing; assisting research staff within clinical departments with the interpretation of related billing guidelines, and creating Medicare coverage analysis for use in budgeting and billing purposes in preparation for submission to the Internal Review Board (IRB) Additional responsibilities include:
1. Maintain a detailed understanding of Medicare’s Clinical Trial Policy (NCD 310.1) and related guidance documents. Assist research staff within the clinical departments for the interpretation of related guidelines and their effect on research billing processes. 10%
2. Review clinical trial protocols and related regulatory documents in order to prepare a billing plan for all medical procedures and services required in clinical research projects. 70%
a. Communicate effectively and serve as a subject matter expert on coverage analysis;
b. Generate detailed and accurate coverage analysis in a timely manner, including the creation of a billing grid.
3. Serve as a resource for budget development. 15%
a. Assist Management in the analysis and development of pricing models for industry-sponsored clinical trials.
b. Assist research personnel in the development of their internal budgets.
4. Work closely with Principal Investigators, study staff, and the Office of the Vice Chancellor for Research to improve processes for timely processing of requests. 5%
1. Any one or any combination of the following types of preparation:
(a) credit for college course work comparable to that leading to a major in accounting, business administration, or finance
(b) progressively more responsible work experience and/or on-the-job training that provided a knowledge of generally accepted principles, theories, and practices used in one of the above fields and that was of such scope, level, and quality as to assure the applicant’s ability to undertake entry level professional work in one of the above fields; such work experience and/or on-the-job training must be evaluated on the basis of their/its comparability to a normal curriculum in one of the above academic programs, taking into account the relationship of the work experience and/or on-the job training to the content of the courses in the curriculum
That totals 1.0 unit according to the following conversion rates:
120 semester hours (or Bachelor’s degree) of “a” = 1.0 unit
3 years of “b” = 1.0 unit.
Amounts of training or experience less than those listed above should be converted to decimal equivalents of 1.0 unit and added together when computing combinations of the different types of preparation.
NOTE: Possession of a Certified Public Accountant certificate satisfies requirement 1.
2. One (1) year of professional experience in third-party reimbursement for health care facilities (such as an accountant or auditor).
Bachelor’s degree in healthcare or science related discipline.
3 years’ experience in clinical research or research billing.
Experience with development of research budgets.
Familiarity with different types of clinical research and the drug development process.
Understanding of FDA regulations related to clinical trials involving Investigational New Drugs (INDs) and/or Investigational Device Exemptions (IDEs).
Knowledge of Medicare coverage decisions, benefit policy manuals and billing processes.
Experience with HCPCS/CPT coding.
Excellent written and oral communication skills.
Must be able to demonstrate strong investigative skills.
Proficiency with Microsoft Excel tables, formatting and basic calculations.
Able to learn and apply technical knowledge in the areas of clinical research, medical coding and revenue cycle in a consultative manner.
