The Rail Realignment Manager will aid the city in its effort to (1) implement a realignment of the existing freight rail line that currently traverses the city to a safer and more efficient route to and from the port of Wilmington and (2) repurpose the existing rail and/or rail right of way for public use as a greenway and/or transit system providing improved mobility to, from and within the urban center of the city and the four county region. This position offers the successful candidate the opportunity to help frame a long term vision and short term strategy for transit oriented urban mobility and development that would have transformative effects on the city of Wilmington and all of southeastern North Carolina.

Articulate and continuously update detailed next steps of the two-phased project, within the context of a multiple-year schedule. Establish and pursue both interim and long term milestones to keep the project moving forward.
Pursue and maintain constructive intergovernmental and private sector communication, coordination, agreements, and other relationships at the local, state and national levels necessary to generate and continue to build support for the project.
Generate, monitor and update a financial baseline for the project and facilitate the development of governmental, business and other equity partners necessary to carry out the project.
Manage the preparation and execution of grant applications to state and federal agencies, as well as private sector interests in funding necessary studies.
Oversee planning, economic, environmental, engineering, and other consulting studies and plans necessary for the project's phased implementation.
Work closely with city planners, transportation planners, and traffic engineers in the Planning, Development and Transportation Department to produce pertinent input and assistance in the preparation of aforementioned grant applications and studies in support of the project. Pull in city staff from other city departments as appropriate (i.e. City Attorney's Office, Finance Department, Economic Development, Legislative Affairs, etc.)
Continue to promote public awareness as to the benefits and opportunities presented by the project to the general public as well as specific public and private sector interest groups. Address concerns, requests and ideas of citizens, businesses, environmental groups, and others in a professional and timely manner.
Create presentations, materials and status reports using modern information technology, social media applications to present to staff, management, government entities, private sector interests, and the public at large. Work closely with the City's Communications office in preparing such materials.
Bachelor's degree or higher in city planning, public administration, civil or transportation engineering, or related field
Five (5) or more years of experience in project management of major public infrastructure projects, involving multiple government jurisdictions and levels. Preferably, knowledge of rail operations and the regulatory environment within which rail operations are conducted. Preferably, understanding of and experience with freight and transit rail, and highway planning, and the interface between the two.
Travel up to 10% to attend meetings with public officials, government agencies and consultants
Valid Driver's License
Knowledge of Federal Rail Administration (FRA) and Federal Transit Administration (FTA) regulations, project management, and safety principles
Experience in preparing and administering federal grant applications and managing projects conducted by consulting firms specializing in rail and transit design and construction
Direct experience working with members of the public and elected/appointed officials, experience working with Federal agencies, particular with regard to transportation and transit functions
Excellent verbal, presentation and written communications skills, including group settings and in public meetings
Excellent organizational skills and ability to multi-task; high customer service focus with attention to detail, accuracy, and on-time delivery.
Proficient in the entire Microsoft Office suit and in data management
