PURPOSE: The Resident Engineer II serves as the owner representative, independently managing multiple straightforward major construction projects or one moderately complex project at the Port of Seattle. This position will support primarily airfield or maritime related projects. Airfield projects are generally located on the ramp and Movement Area of Seattle-Tacoma International Airport. Maritime related projects support Port of Seattle properties, structures, and buildings along the Seattle waterfront from the lower Duwamish to Shilshole Bay Marina.
ESSENTIAL FUNCTIONS: This list is ILLUSTRATIVE ONLY, and is not a comprehensive listing of all functions and duties performed. Essential duties and responsibilities may include, but are not limited to, the following:
Provide simultaneous management of multiple construction projects or one complex project. Serve as principal point of contact (designated as “Engineer” in contracts) for all construction issues related to assigned major construction projects that range from $300K to over $400M. Supervise the work of Port contractors. Manage project teams that operate on varying shifts and work schedules. Perform constructability reviews and provide comments on design drawings and contract documents. Compose Contract Division 1 documents to align with project procurement strategies and constraints. Manage, coordinate and facilitate the day?to?day activities of construction projects ensuring that projects are constructed within the scope of the project, on schedule, and within budget. Continually assess and determine priorities of tasks related to project construction issues that vary from known and planned impacts (e.g. planned utility outages, holiday travel, etc.) to unexpected (underground obstructions, broken utilities, riot, etc.). Provide immediate responses in situations where there is little time for evaluation and consultation. Review and enforce contract requirements, issue contract changes, negotiate change orders and cost/time impacts, provide direction on change issues.
Manage and minimize risks and impacts to Port operations, costs, schedule, etc. Ensure timely execution of construction documents from contract award through project closeout. Coordinate construction activities by ensuring compliance with federal, state, local and Port regulations and guidelines. Provide project leadership with regard to all construction activities including project development, bidding, execution and closeout. Be a champion for safety in the workplace. Responsible for contract documentation, and oversight, and determining contractor payments. Demonstrates a continual learning culture for improvement of self, processes, and others.
Provide constructability reviews/comments of design drawings. Oversee and lead the creation of construction bulletins. Negotiate and resolve basic payment related disputes. During constructability reviews, identify potential risks/issues and advise customer and project manager of needed changes to construction plans and details; discuss alternate solutions with Capital Project Manager, Design Engineer, or other construction management staff, monitor implementation and provide status and final reports as needed. Provide lead direction to Assistant Resident Engineers and Resident Engineer I including assigning work, reviewing work products and monitoring work. May supervise the activities of a Construction Inspector, Assistant Resident Engineers or Project Assistant. Manage construction contingency budget on moderately size construction projects; assist with budget management of large more complex projects.
KNOWLEDGE, SKILLS & ABILITIES: Working technical knowledge of a variety of construction operations, methods, materials, costs and equipment. Working knowledge of project construction management and inspection practices, procedures, and techniques. Working knowledge of project management and procedures including cost estimating and managing project budgets and schedules. Working knowledge of federal, state, and local regulatory agencies and related regulations, guidelines and procedures as they related to Port major Construction projects.
Well-developed communication skills both written and verbal including negotiation and presentation skills. Advanced research and analysis skills. Demonstrated effective leadership skills to effectively influence people with or without direct authority. Dedicated to meeting all feasible customer expectations and requirements. Ability to quickly analyze issues from more than one perspective. Evaluate risk related to each perspective. Develop solutions based upon risk. Be prepared to reevaluate on a continual basis as situation develops. Ability to manage multiple straightforward construction projects simultaneously. Ability to identify potential construction issues at the design level and facilitate discussions with appropriate Engineering and Project Management staff to recommend, determine and implement resolution. Ability to address and resolve ethically questionable situations. Ability to maintain effective relationships with internal Port customers and stake holders as well as local, state and federal agencies.
QUALIFICATIONS: Combination of education and experience demonstrative knowledge, skills and abilities equivalent to:
Bachelor’s degree in Engineering (Civil, Electrical, Mechanical, Structural), Architecture, Construction Management or related field; and
Five (5) to eight (8) years of experience in construction project management, contract management, inspection, cost estimating, and/or scheduling;
Internal Only Or;
Three (3) to five (5) years as a Port Resident Engineer I or five (5) to six (6) years as a Port Construction Inspector II or III and demonstrated ability to successfully perform at the Resident Engineer II level for both referenced positions.
PREFERRED QUALIFICATIONS:
Experience in a formal lead or supervisory role providing leadership and coaching to others;
Professional certification, to include: Professional Engineer (PE) license, Registered Architect (RA), and/or Certified Construction Manager (CCM); and/or
Advance Microsoft Project and Primavera scheduling experience.
