Responsible for directing, planning, organizing, and administering the hospital's facility operations, equipment operations, maintenance and repair activities, preventative maintenance program, physical plant, capital construction projects, renovation projects, biomedical services, all other outside related vendors; plans, organizes, evaluates and directs the maintenance of buildings, hospital equipment and grounds; meets and coordinates with architects, engineers, interior decorators, consultants, vendors, subcontractors and general contractors for all aspects of construction management; reviews plan specifications and safety requirements and contract documents for repair or remodeling and new construction of facilities to ensure conformance with safety requirements, building codes along with policy and budget directives; responsible for supervising, maintaining and evaluating the risk of the utility systems distribution including repairs, maintenance and modernizations; assures continued maintenance of hospital equipment; plans, schedules, and oversees major repair projects and develops and maintains the preventive maintenance program; and oversees the management of Safety and the Environment of Care of this institution; prepares department budget, monitors and controls expenditures of allotted funds and operations for cost effectiveness; oversees the staff to include assigning duties, checking work, approving timesheets, handling disciplinary issues, and preparing performance evaluations; oversees and directs departmental activities to ensure quality services for both internal and external customers; serves as a resource to, and collaborates with others to advance the hospital mission; has 7-day-week, 24-hour-a-day “bottom line” responsibility for a significant component of the hospital's operations; accountable for financial operations and implementation of hospital (and service line) goals within their area of responsibility; participates in strategic planning for the hospital and/or service line of which they are a part; accountable for quality/patient safety; implements and utilizes an electronic maintenance management system for the region that lists all equipment, preventative maintenance schedules, corrective work orders, and supplies data for various reports and budgeting purposes; regularly reviews the preventative maintenance and corrective data for timeliness, accuracy, compliance, and effectiveness and recommends changes and/or improvements; promotes equipment standardization wherever possible and searches out new tools and technology to improve operations and reduce costs; coordinate activities with related departments to assure safe, efficient access and utilization of physical environments for patients, staff and visitors; coordinates and directs activities of all contractors engaged in designs, new construction, renovations, repairs and capital replacement projects; initiates and monitors all owner-contractor agreements, ensures proper risk-transfer is included in all applicable subcontractor agreements; participates in the negotiation and preparation of these agreements; reviews plan specifications and safety requirements and contract documents for repair or remodeling and new construction of facilities to ensure conformance with safety requirements, building codes along with policy and budget directives; maintains leadership role during preconstruction services and coordinates the deliverables of support services including estimates, schedules and constructability reviews on assigned projects; participate in all estimate reviews and presentations; coordinates workload between operations and preconstruction services for each project; reviews and participates in the strategy for the preparation of bid packages; reviews the subcontractor bid list and attends pre-bid conferences; oversees all administrative functions of project operation; ensures appropriate subcontractor insurance as well as adequate Builders' Risk insurance is in place on all assigned projects; develops and maintains professional business relationships with clients, public officials, and subcontractors; develops customer satisfaction plan with the project manager and project superintendent on all assigned projects; reviews and ensures the timely completion of pending contract documents (i.e. change order requests, owner change orders, subcontractor contract documents and owner payments); reviews and approves monthly project forecasts and ensures accuracy and completeness of all required documentation (schedule, billing forecast, detail reports);' provides overall direction for the institution to ensure that standards are established which comply with state and federal regulations and The Joint Commission accreditation; serves as chair for the Hospital EOC Committee; assesses compliance with accreditation standards and regulations related to the EOC; identifies areas of vulnerability related to accreditation standards and regulations; develops strategies to enhance compliance related to accreditation standards and regulations; establishes, implements, and oversees the Life Safety Program to ensure compliance with all local, state, and federal government requirements and other regulatory agencies such as TJC Accreditation; accountable for achieving multi-year and annual objectives, implementing strategic objectives, and tracking progress on goals; directs, plans, and participates in the development of master plans and strategic facility plans relating to the development of expansion, renovation, and relocation; evaluates new programs and adapts existing programs for new and or expanded technologies; provides general oversight of all aspects of the planning, programming and schematic design process of new facilities and major renovations to assure architectural quality, consistency and design integrity and integration with existing and planned master plans; establishes relationships with various University Hospital (UH) departments; coordinates interdepartmental systems, processes and operational requirements, and facilitates project deliveries; manages risk with respect to facility design, procurement and development to mitigate risk for the institution, and optimize value and ensure safety for patients, visitors and staff.; directs, reviews, and approves all master planning, strategic planning, architectural, engineering, interior design, landscape architecture, and schematic design documents and deliverables; participates in the development and implementation of space and facility standards across the institution; acts as an institutional resource, evaluating and providing interpretations and guidance concerning facility regulatory and development requirements, and effectiveness and utilization of existing facilities; directs budget development, oversees budget operations, and assures issues are resolved; develops facilities including the evaluation of plans and resulting recommendations in context of implementation of the UH's functional long-range plan for capital improvement and renovation and development of patient centered facilities; identifies and directs development of financial and project controls; leads continuous improvement efforts; directs, develops, and implements policies and procedures; structures contracts, resolves internal and external claims and disputes, and investigates failures and performs root cause analysis; in consultation with the key executive leaders, plans, directs and coordinates the development of new and expanded facilities for the UH complex involving program and scope development and participation in various committees; leads and oversees the development, implementation and monitoring to ensure capital projects are suitable for their intended purpose, completed on time and on budget, minimize total cost of ownership, comply with regulatory requirements, and are of high quality and value; provides institutional leadership with respect to capital improvements and design; educates and promotes quality designs that facilitate operations, enhance employee retention and recruitment, exceed patient and visitor needs, and reduce operating costs; engages the community, architects, engineers, contractors, realtors and vendors to promote the UH's interests; leads and oversees the selection and direction of signature architects for master planning and architectural design for planned facilities renovations and/or expansion. Bachelor's degree in Civil, Mechanical, Electrical Engineering or related field from an accredited institution as approved and accepted by the University of South Alabama and seven years experience in the construction, operation and maintenance of utility, plant, and equipment in a large institutional setting, three of which were in a managerial capacity.
