An employee in this position serves as general superintendent over the daily operations and maintenance of a primary, secondary and advanced wastewater treatment facility. Works under the policy and administrative direction of the Sewer Bureau Manager and within established plans, programs and governing local, state and federal regulations.
Responsible for regulatory compliance by serving as the designated Ohio EPA Professional Operator of Record for the public wastewater treatment works system. Assigns, supervises, and inspects either directly or through subordinate supervisors the operation and maintenance of the wastewater plant buildings, equipment, and properties. Provides technical assistance to subordinate operations and maintenance supervisors to resolve pumping, equipment, treatment, and disposal problems. Plans and directs training program for plant personnel. Studies wastewater operations and costs; prepares a tentative budget for the plant and administers the expenditure of allotted funds. Approves or prepares and forwards daily, weekly, monthly, and annual reports on treatment operations for submission to administrative superior. Plans and recommends the improvement of wastewater treatment facilities. Drives to worksites, meetings, and training. Performs related work as required.
A minimum of three years of supervisor level or advanced technical paid experience in public utility operations or maintenance. Possession of a Class IV Wastewater Treatment Professional Operator certificate as issued by the State of Ohio Environmental Protection Agency or must be eligible to serve as the Operator of Record. Possession of a valid State of Ohio driver's license. Thorough knowledge of the operation and maintenance of wastewater treatment plant machinery and equipment. Thorough knowledge of the processes involved in the treatment and disposal of sewage. Knowledge of the operation and maintenance of pumping equipment. Knowledge of hydraulics, biological systems and civil, mechanical and electrical engineering, electric transmission, as well as, process control systems. Knowledge of accepted modern management principles and practices. Skill in the use of personal computers and related software in all aspects of the work. Ability to plan, direct, coordinate, and supervise a variety of operations and work activities. Ability to make effective verbal and written presentations. Ability to establish and maintain effective relationships with subordinates and superiors. Ability to read and interpret plans and specifications relative to wastewater plant equipment, machinery and related facilities. Ability to safely operate a motor vehicle.
