Develop, review, and inspect signing and striping plans, specifically including multimodal considerations. Perform duties as the Project Manager for assigned projects and programs. Review, approve and inspect traffic control plans associated with right-of-way and special event permits. Coordinate scheduled and unscheduled road closures with other City departments and outside agencies. Review, approve and coordinate Oversize/Overweight permits. Assist Public Works Managers and staff in the analysis and planning for traffic engineering needs for the City. Employ project management skills to gain informed consent from affected parties on assigned projects while working to expedite project design and construction in a logical, safe and responsible manner.
The salary range for this position is $65,100 - $100,900 per year with a hiring range of $65,100 - $83,000, DOQ Position will close to applicants on: 1/15/2021 at 4:30 P.M. M.S.T.

ESSENTIAL JOB FUNCTIONS:
Provide professional and technical expertise to:
Maintain an understanding of the procedures/requirements to administer the use of State and Federal funds for highway, road, and other traffic engineering related projects.
Direct and coordinate the following Traffic Operations Division Programs: Neighborhood Traffic Calming Program; Traffic Studies Program.
Maintain a detailed knowledge of City of Loveland, CDOT, MUTCD and AASHTO standards, specifications, design and construction criteria for use in the execution of upgrades to the City’s signing and striping, including proactive implementation of the City’s multimodal plans. Implement professional judgment in the best interest of the City in the assessment of contradictory requirements, goals or standards.
Review and approve traffic control plans associated with right-of-way and special event closures. Coordinate scheduled and unscheduled road closures with other City departments and outside agencies. Review, approve and coordinate Oversize/Overweight permits.
Field inspection of construction traffic control within public rights-of-way. Coordinate with traffic control contractors to ensure MUTCD/CDOT/City compliant work zones.
Respond to and resolve difficult and sensitive citizen inquiries and complaints.
Make formal presentations or explain assigned projects at meetings with affected citizens, service clubs, City Council, Planning Commission, and other Boards, Commissions, and other agencies as necessary.
Review and provide input on development proposals including traffic impact studies, and other traffic engineering and road design reports. Coordinates plan review comments from the Traffic Operations Division with the Public Works Transportation Development Division.
Provide traffic engineering designs using a working knowledge of traffic and transportation engineering principles, industry, federal, state (CDOT)/local standards, and analytical methods.
Attend neighborhood and other public meetings in order to represent the Traffic Operations Division and the Department of Public Works.
Use professional written and verbal communication skills to disseminate information to large groups and the media.
Compose a wide range of written communications ranging from memos and letters to detailed reports.
Provide feedback and direction to assigned inspection and technical staff, helping them understand assignments, analyze situations, and make decisions. Make field design decisions to correct plan deficiencies as needed.
Perform other duties as assigned.
OTHER JOB FUNCTIONS:
Field inspections of traffic related improvements to check compliance with approved plans and adopted standards are required.
Provide professional traffic engineering expertise for periodic updates to adopted transportation standards and policies and reviews.
SUPERVISORY DUTIES:
Supervise Engineering Student Interns, and/or others as assigned. May fill in for the City Traffic Engineer as required in his/her absence.
JOB QUALIFICATIONS:
Knowledge, skills and abilities:
Demonstrated knowledge of the principles and practices of civil and traffic engineering as they relate to the design, construction, and operations of urban street and public transportation improvements. Ability to quickly read and comprehend engineering plans, plats, legal descriptions of real property, and related construction documents. Ability to field check construction projects and work zones and make adjustments as necessary to comply with construction and traffic control plans. Knowledge of traffic engineering; traffic impact studies; principles of roadway striping and signing, specifically including multimodal considerations; civil engineering and roadway design is required. Current knowledge and training for new technical developments in the fields of civil engineering/roadway design, traffic engineering, land development and various components of these such as; traffic signals/construction, controllers, roadway information systems, signal systems and modern roundabouts. Familiarity with the basic operations, properties, uses and specifications of traffic signal equipment, signs, markings, concrete, and soils as typically encountered in traffic related construction.
Competent in the use of the Manual on Uniform Traffic Control Devices, Model Traffic Code, AutoCAD, Highway Capacity Software, Synchro (or similar intersection capacity and operational software), ESRI Geographic Information System (GIS) mapping, MS Office software in MS-Windows environment. Professional written and oral communication skills are required. Ability to independently solve complex engineering problems and explain alternatives and solutions to lay people as well as other professional engineers. Ability to provide accurate and error-free work under pressure and meet reasonable deadlines is mandatory. Provides timely and courteous assistance to other staff members and the public over the phone, in writing and in person in both cooperative and adversarial situations. Skilled at cooperatively working toward the solution of conflicting design issues with other divisions, departments, utility companies, developers and consultants.

Education and/or experience:
Bachelor’s degree in Civil Engineering or closely related field or a combination of eight (8) years of education and/or experience may substitute for the Bachelor’s degree. In addition, a minimum of four (4) years or more experience in traffic, transportation, and civil engineering work in highway and urban street design and/or development review, including at least three (3) years of detailed traffic engineering analysis and/or review, preferably in an urban municipal environment. Experience directing consultants with a wide range of professional skills to address civil design, funding, land surveying, environmental, social, utility and other concerns facing urban transportation projects. Experience working with contractors in both cooperative and adversarial situations. Experience in developing, monitoring, and regulating budgets, including professional services and capital construction projects. Without a B.S. degree the combination of education and/or experience is 12 years.
Licensure and/or certifications:
Must possess a valid driver’s license. Registration as a Professional Engineer in Colorado (or ability to obtain within 1 year) desired.
