The Senior Technical Expert (STE) provides strategic leadership and technical expertise in quality measurement science across the National Quality Forum’s (NQF) quality measurement and improvement projects. Specifically, the STE will advise NQF and provide technical support on complex issues related to measure testing, risk adjustment, and measurement approaches including electronic clinical quality measures (eCQMs), instrument-based, cost and efficiency, composite and outcome measurement. The STE is a nationally recognized expert in their field and participates in strategically focused activities to build the brand identity of NQF within measurement science. The position also serves as a technical resource for NQF staff and fosters the knowledge basis in measurement science among staff.
POSITION DUTIES AND RESPONSIBILITIES
Recognized externally among critical stakeholders and internally (e.g., staff, NQF Board) as a subject matter/technical expert for knowledge and expertise in quality measurement science.
Provides strategic leadership in measurement science including identifying emerging trends and potential issues in measurement science, developing recommendations for addressing, and implementing recommendations to improve quality measurement.
Identifies strategic external opportunities to advance NQF’s prominence in quality measurement science.
Participates in strategically driven external speaking engagements and authors or co-authors strategically driven peer-reviewed publications in measurement science.
Clearly articulates complex technical concepts to non-technical audiences
Serves as the measurement science technical expert and thought leader on NQF projects including participating as a member of the project team as needed.
Provides training and expertise to increase quality measurement science knowledge and understanding among non-technical staff.
Provides technical expertise for business development activities in emerging quality areas including driving proposal writing and working collaboratively across NQF to identify and develop new opportunities.
Mentors staff and advises on talent management to increase staff with substantial measurement science knowledge.
Empowers staff to generate ideas, proactively solve problems, and ensure ownership and accountability.
Provides strategic direction in measurement science for NQF committees and members including identifying and addressing issues and opportunities and responding to external feedback.
Oversees the NQF Scientific Methods Panel and conducts initial scientific methodological evaluations of submitted complex measures.
Oversees NQF’s measure evaluation criteria to ensure requirements for evidence, testing, feasibility, use and usability remain relevant to the growing complexity of measures and measurement approaches.
Takes on additional or alternate responsibilities as needs dictate in support of NQF’s continued growth and development.

POSITION QUALIFICATIONS
Education/Certification:
Advanced degree in a clinical discipline, public health or healthcare management with minimum 8 years relevant work experience
Advanced/terminal degree (e.g., MD, PhD) in a clinical discipline, research, statistics, public health, or healthcare management with an emphasis on measurement required
Experience:
Minimum of 8 years of experience in measurement science and/or development and implementation of measurement in quality and safety of health care.
Demonstrated ability to work under deadline on a complicated array of projects, meeting defined outcomes on time and within budget.
Demonstrated experience in team-building through collaboration and open communication.
Experience presenting and writing on behalf of an organization.
Experience mentoring effectively and demonstrated ability to develop staff’s talents.
Experience with NQF committees and evaluation processes preferred.
Skills/Abilities:
