The Gwinnett County Department of Transportation (DOT) consists of three groups: Intermodal Operations, Capital Program Delivery and Traffic Engineering, Operations and Maintenance. The Department maintains an infrastructure system that includes more than 2,600 miles of road, over 740 signalized intersections, thousands of miles of traffic striping, the Gwinnett County Transit (GCT) System and one of the three busiest airports in Georgia. The Department performs this mission with 172 approved full-time positions and a 2021 adopted operating budget of $48.7 million in multiple funds.
Gwinnett County DOT has many specific transportation focused Information Technology (IT) needs and as technology moves forward, the need for specialized IT support will only increase. Gwinnett County DOT is seeking an individual that understands both transit and traffic technology. This person will be critical in shepherding the County through this new frontier and will put Gwinnett at the forefront in the coordination efforts within the region and potentially nationwide.
Currently, each of the nearly 100 GCT buses essentially hosts an on-board server operating a variety of fare collection, vehicle location and Wi-Fi systems. In the Traffic Engineering Division, the communications system includes 230 miles of fiber and over 300 devices connected via cellular. With the implementation of the Smart Corridor, the Connected Vehicle Master Plan, emergency vehicle preemption, transit signal priority, and Automated Traffic Signal Performance Measures (ATSPM), network traffic demand will continue to increase, and the necessity to bridge the technology between Traffic Engineering and Transit will be critical for successful operations.
This position is a Grade 105.
EXAMPLE OF DUTIES:
Duties to support the Transit Division would include but not be limited to:
Support and maintain revenue fare equipment from Cubic & GFI Genfare systems; build relationships between vendors, the Metropolitan Atlanta Rapid Transit Authority (MARTA), the Atlanta-Region Transit Link Authority (ATL), and Cobb County Transit. Increase knowledge of how the networks of revenue systems work together in conjunction with MARTA & ATL’s requirements and needs
Support and maintain garage computer, probing station and Wi-Fi/Cellular connection
Work with Mobile Ticketing (with MARTA)
Coordinate ATL/GCT technology at the shared facility
Oversee TransTrack contract using knowledge of how transit database communicates with third party data sources
Maintain and monitor the Avail system, which provides automatic vehicle location (AVL) services through a cellular connection; automatic passenger counting (APC); and free public Wi-Fi. APC/AVL data is used to track performance and ridership
Maintain static and real-time General Transit Feed Specification (GTFS)
Procure and ensure the Microtransit App properly interfaces with current technology
Duties to support the Traffic Engineering Division would include but not be limited to:
Provide support for DOT equipment ranging from computers and networks to electronics and cabling
Serve as a Traffic Control Center (TCC) network systems administrator
Maintain computers and computer systems utilized in the TCC
Understand the connectivity of the field devices to the system, including IP addressing
Serve as a computer system professional capable of supporting the TCC systems
Deploy, maintain and troubleshoot in-vehicle technology upgrades
Understand the network connectivity between Gwinnett County, contractors, regional partners and in-vehicle equipment
Coordinate resources and efforts to maintain in-vehicle technology equipment
Additional duties would include but are not limited to:
Program and install Layer 3 Switches, and support Layer 2 Switch programming and rollout
Assist with the management of the dynamic multipoint virtual private network (DMVPN)
Perform periodic maintenance of the Gwinnett County traffic control system; maintain the system and its component parts
Assist with hardware, software, and communications related to Emergency Vehicle Preemption and Transit Signal Priority
Develop strategies for direct vehicle-to-infrastructure communication, as well as through systems, such as Computer Aided Dispatch for emergency vehicles and AVL for transit
Program connected vehicle edge processing hardware
Develop strategies and assess challenges of additional potential connected systems such as freight signal priority
Prepare for additional technology integration and manage the rollout of future phases of the Connected Vehicle Master Plan
Manage the installation, deployment and integration of technology systems mentioned above in a timely manner
Manage assigned program budget and expenditures
Meet and coordinate with stakeholders, agencies, and other county staff as needed
Prepare and review various reports
Perform other duties of a similar nature or level.
MINIMUM QUALIFICATIONS
Bachelor’s Degree in Business Administration, Public Administration or a closely related field
three years of related experience to the area or program served
or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above

The Department is actively recruiting a Division Director to oversee the Preconstruction Division of Capital Program Delivery, which oversees the Capital Road Building Program for Gwinnett County to include projects funded by the Special Purpose Local Option Sales Tax (SPLOST). The Program Delivery section currently over...sees the 2017, 2014 and 2009 SPLOST programs with a total estimated budget of $1.35 billion. Program Delivery utilizes private sector contractors / consultants as needed to expedite the design, land acquisition and construction of road and bridge improvement projects.
