The Opportunity WSDOT is excited to announce we are seeking a highly motivated Regional Hydraulics & Environmental Engineering Manager to join our Northwest Region Environmental Programs. As the senior level professional engineer in the field of hydraulics, stormwater, hydrology, and river engineering, responsibilities include preparation of hydraulics reports, floodplain analysis, and bridge scour evaluation for the Northwest Region and as well as approving hydraulic reports from staff in Project Engineering offices. This unique position has the opportunity to develop and recommend policy statewide for roadway drainage, culverts, fish passage, river engineering and bridge scour.
The Hydraulic & Environmental Engineering Manager supervises a specialty team of four (4) Hydraulic Engineers and provides consultation on projects. This position is independently responsible for writing contracts and various engineering reports for complex and unique hydrologic, hydraulic, and river engineering for the Northwest Region and Fish Passage Program. This position ensures compliance with WSDOT policies, manuals, and various federal, state, and local environmental regulations. What to Expect Acting as the Region Hydraulic Engineer and regulatory specialist for hydraulics and hydrology, this position:
Manages a team of four (4) Hydraulic Engineers by assigning, prioritizing, and overseeing hydraulics work.
Provides direction and oversight of engineered hydraulic, hydrological, and storm water analysis documents.
Reviews and writes final concurrence on NWR Hydraulic Reports, analysis, calculations, and studies.
Develops and reviews hydraulic and hydrological deliverables and provides related services to internal and external customers meeting project timelines and program needs.
Serves as the NWR Lead Author for contract development in the areas of stormwater design and construction for Design-Build and Design Bid Build Contracts.
Oversees design of complex and unique stormwater treatment and conveyance systems, culverts, box culverts, large span arches, fish passage structures, open channel flow, and energy dissipaters that meet regulatory and permit compliance.
Manages the NWR's Culvert Inspection Program to ensure structural integrity and function of over 14,000 culverts.
Gives direction and professional engineering knowledge for the Hydraulic Program Statewide.
Identifies hydraulic and hydrology needs for internal and external projects relative to state highways.
Develops contract language for hydraulic elements of transportation projects.
Develops, negotiates, and manages consultant contracts.
Ensures delivery of hydraulic plans and reports.
Represents WSDOT in a variety of meetings and forums as a senior level professional Hydraulics Engineer.
Qualifications To be considered for this opportunity, the following are required:
Must be registered as a Licensed Professional Engineer in the State of Washington or another state in the US.
Bachelor's degree in Hydraulic, Civil, or Environmental Engineering, Hydrology, or other closely related field, with an Engineer-In-Training Certificate.
Ability to perform the following:
Conduct final review and concurrence for NWR Hydraulic Report.
Serve as a statewide technical specialist in the fields of hydraulics and hydrology.
Understand and interpret hydraulic, stormwater and environmental processes, rules and regulations.
Write and support statewide policy including the Hydraulics Manual and Highway Runoff Manual.
Write enforceable and legally defensible contract language related to hydraulic engineering and hydrology.
Coach and mentor region employees and consultants on highly specialized hydraulic engineering topics.
Organize and deliver training on stormwater, hydraulic and hydrologic topics to design, construction engineers and contractors.
Develop strategy and solve complex engineering problems.
Prepare and review technical and professional documents with sound technical expertise and clear writing.
Develop and maintain positive working relationships.
Use specialty software including, but not limited to, HEC-RAS, FESWMS, MGSFlood, SRH2D, and Stormshed, GIS, and the ability to calibrate and interpret these models for complex hydrologic and hydraulic issues throughout the state and to store, retrieve, and produce information.
Use various pieces of field equipment to obtain necessary parameters for analysis.
It is preferred that qualified candidates also have:
Extensive knowledge with stormwater conveyance and stormwater treatment.
Knowledge and experience with fish passage design criteria.
Experience working with environmental regulatory agencies and tribes.
