This highly specialized position focuses on leading applied healthcare quality measure development research on a national and statewide level. The incumbent will provide advanced clinical expertise to support inpatient clinical quality measure development, measure testing/validation and implementation. The incumbent will represent the UC Davis research team before state and federal health agencies, and provide expertise regarding quality measure development and implementation.
Job duties include:
Provide clinical expertise to inform and guide development of quality measurement and improvement tools, including both electronic clinical quality measures (eCQMs) and claims-based measures.
Oversee information gathering activities, including abstracting qualitative and quantitative data from published and online resources to contribute to the selection, development, and implementation of quality measures and providing task oversight to other subcontractors.
Evaluate and apply evidence from published and online sources to identify measurement gaps, prioritize measurement activities, review and enhance environmental scans, and coordinate efforts with internal and external stakeholders.
Provide clinical expertise and input into eCQM specification and risk-adjustment approaches.
Evaluate ICD-10-CM/PCS codes, setnames and value sets for potential inclusion in applicable measure design and measure updates.
Represent the measure development team with stakeholders, technical expert panels, and technical advisory groups.
Contribute to the preparation and presentation of measures for National Quality Forum (NQF) endorsement consideration.
The incumbent may serve as a Principal Investigator or as a co-investigator under the oversight of a Principal Investigator, depending on the scope and complexity of the project, and contingent on approval by the CHPR Director and the Office of Research.
Bachelor’s degree or higher in nursing or other healthcare profession.
Experience working as a Registered Nurse, Advanced Practice Registered Nurse, Physician’s Assistant or Physician with at least 10 years of experience in an inpatient acute care hospital setting (current licensure not needed, see Preferred Qualifications).
Experience in developing and implementing quality measurement tools using electronic health record information and/or claims data.
Subject matter expertise in quality measurement and improvement best practices, including design, implementation, and evaluation of quality measurement and improvement activities.
Experience overseeing and managing data collection for clinical research, especially for quality measurement and improvement purposes.
Experience developing presentations for in person and web delivery of content relevant to a variety of stakeholders and audiences.
Experience developing and authoring written materials, including peer reviewed journal articles, white papers, and contract deliverables.
Minimum Knowledge, Skills, and Abilities (KSA) :
Extensive clinical knowledge and understanding of electronic health records, ICD-10-CM/PCS coding and value sets, and clinical documentation in hospital care.
Additional Preferred License/Certification:
Possession of a valid license (in any state) as a Registered Nurse, Advanced Practice Registered Nurse, Physician’s Assistant or Physician.
Master’s degree in nursing, public health or related field.
Experience working in various aspects of quality measurement and/or improvement.
Experience with developing quality measures, including eCQMs.
Advanced training and/or experience in quantitative analysis of health-related data (as in epidemiology, biostatistics, econometrics, etc.)
