OVERVIEW OF POSITION / DEPARTMENT The Traffic Engineering Division of the Public Works Department plans, designs, constructs, and manages capital improvement projects; reviews and approves civil engineering plans; manages consulting contracts; manages grant funded contracts; develops and implements signal timing plans; plans and implements ITS projects; reviews and approves traffic control plans; and fulfills traffic engineering requests (i.e. evaluate the need for traffic signs and signals, review signal timing, coordinate construction detours, etc.).
The City of Aurora is seeking a skilled Senior Engineer to plan, review, coordinate, and perform complex professional engineering work to support the engineering services function of the Public Works Department under the supervision and direction of the Traffic Engineering Supervisor to support the traffic engineering functions of the Engineering Services Division of the Public Works Department. The mission of the Public Works Department is to effectively promote and maintain a high level of economic welfare and quality of life in Aurora through the planning, design, construction, inspection, review, approval and maintenance of Aurora's transportation and drainage infrastructure.
The Traffic Division of the Public Works Department is seeking a Senior Engineer to plan, review, coordinate, and perform complex professional engineering work to support the engineering services function of the Public Works Department under the supervision of the Principal Engineer - Traffic.
PRIMARY DUTIES & RESPONSIBILITIES
Reviews and evaluates traffic impact analysis reports, transportation studies, and civil construction plans including but not limited to traffic signal, signing and striping, and traffic control plans all with regard to traffic and transportation related items
Represents engineering section of Public Works at public hearings, homeowner’s association and planning pre-application meetings
Reviews construction drawings for conformance to city code, city drainage and roadway standards
Interprets and informs citizens, consultants and developers of requirements of codes and specifications for traffic and transportation related items
Assists developers by serving as a project coordinator
Writers and reviews proposed revisions to City code and specifications for traffic and transportation related items
Provides special reports in support of division activity serves as liaison with departments, developers and consultants
Responds to citizen complaints and inquiries about traffic related issues as assigned
Evaluates requests for additional traffic control devices and/or modifications as assigned
Prepared traffic studies and reports addressing specific problems and concerns
Provides backup support for review of traffic control plan submittals and temporary use and sign permits
May perform other duties as assigned
Responds to public concerns related to traffic issues
Develops and implements work procedures and policies
Performs other related duties as assigned
MINIMUM QUALIFICATIONS
Education:
Bachelor’s Degree in civil engineering or related field
Experience:
Four (4) years of progressive experience in professional engineering work
Experience in review or design of traffic impact studies and civil plans for land development / redevelopment and/or municipal engineering preferred
Supervisory experience preferred
10 years of experience in engineering preferred
An equivalent combination of education, training and experience that demonstrates required knowledge, skills and abilities may be considered.
Knowledge:
Knowledge of the basic principles of civil engineering
Knowledge of municipal design criteria and specifications
Knowledge of City codes relating to engineering functions
Knowledge of the Manual on Uniform Traffic Control Devices (MUTCD)
Comprehensive knowledge of traffic/civil engineering standards and principles
Thorough knowledge of current engineering principles and practices applicable to assigned function; familiarity with traffic engineering standards and principals.
Previous traffic signal design, impact study, construction management, AutoCAD and traffic engineering software, VISSIM / Synchro modeling experience preferred
Abilities:
Ability to establish and maintain effective working relationships with employees and citizens
Ability to read and interpret engineering plans and specifications
Review, correct and recommend solutions to less complex engineering plans
Ability to communicate effectively both orally and in writing with the public, commissions, City Council, and city staff regarding transportation projects and issues
Work effectively and collaboratively with other employees, outside agencies, and citizens
Handle sensitive situations with tact and diplomacy
Skills:
Strong interpersonal, analytical, and organizational skills
Skilled in the use of computers and related software
Skilled in the use of windows-based programs
Strong customer service skills
Skilled in checking information for accuracy and completeness and correcting errors
Experience using Synchro, VISSIM, VISTRO, or other traffic engineering software to evaluate traffic operations
Licenses, Certificates or Equipment Required:
Registration as a Professional Engineer (PE) with the State of Colorado or ability to obtain through reciprocity from another state within 6 months of employment
Colorado Driver's License with a good driving history
