OVERVIEW OF POSITION / DEPARTMENT The Traffic Engineering Division of the Public Works Department plans, designs, constructs, and manages capital improvement projects; reviews and approves civil engineering plans; manages consulting contracts; manages grant funded contracts; develops and implements signal timing plans; plans and implements ITS projects; reviews and approves traffic control plans; and fulfills traffic engineering requests (i.e. evaluate the need for traffic signs and signals, review signal timing, coordinate construction detours, etc.). The Traffic Engineering Division is seeking a Project Engineer to plan, coordinate, administer, and perform complex professional engineering work, and provide technical expertise in ITS and operations under the supervision and direction of the Traffic Manager to support the traffic engineering functions of the Engineering Services Division of the Public Works Department.
PRIMARY DUTIES & RESPONSIBILITIES
Prepares traffic signal timing programming including implementation and field observation
Develops and tests advanced traffic signal programming
Coordinates with rail operators for City traffic signal & ITS operations at signalized rail crossing locations (includes light rail, commuter rail, freight)
Processes traffic signal timing information requests as needed
Manages ITS projects including scoping and grant procurement as appropriate
Plans, reviews, develops, and coordinates complex transportation projects and operational assessments/improvements potentially including higher level transportation modeling and optimization
Acts as a team leader for design engineers, technicians, and other support personnel
Evaluates requests for additional traffic control devices and/or modifications as assigned
Prepares traffic studies and reports addressing specific problems and concerns
Performs engineering drafting and design functions related to traffic engineering items
Participates in selection and management of consultant for regularly-scheduled signal timing study
May review traffic impact analysis reports and transportation studies with regard to traffic signals/ITS/modeling
May review traffic signal design plans
Provides back-up support for review of traffic control plan submittals, temporary use and sign permits, and civil plan documents
Conducts investigations of traffic conditions
Responds to public concerns related
Develops and implements work procedures and policies
Performs other related duties and assignments
MINIMUM QUALIFICATIONS
Education:
Bachelor’s Degree in civil engineering or related field
Experience:
4 years of experience in engineering
An equivalent combination of education, training and experience that demonstrates required knowledge, skills, and abilities may be considered
7 years of experience in engineering preferred
Experience in municipal engineering preferred
An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.
Licenses:
Registration as a Professional Engineer (PE) with the State of Colorado or ability to obtain through reciprocity from another state within 6 months of employment
Colorado Drivers License with a good driving history
Registration as a Professional Traffic Operations Engineer (PTOE) preferred
Knowledge:
Basic principles of civil engineering
Municipal design criteria and specifications
City codes relating to engineering functions
The Manual on Uniform Traffic Control Devices (MUTCD)
Previous traffic signal timing and/or operations experience preferred
Abilities:
Establish and maintain effective working relationships with employees and citizens
Communicate effectively both orally and in writing
Ability to read and interpret engineering plans and specifications
Review, correct and recommend solutions to less complex engineering plans
Perform complex mathematical computations
Establish and fulfil goals and objectives
Handle sensitive situations with tact and diplomacy
Skills:
Strong interpersonal, analytical, and organizational skills
Use of computers and related software
Windows-based programs
Strong customer service skilled
Skilled in checking information for accuracy and completeness and correcting errors
Experience using Synchro, VISSIM, VISTRO, or other traffic engineering software to evaluate traffic operations
