Under direction, is responsible for performing engineering work within the Transportation Engineering section or division, which requires a considerable level of analysis and detailed calculations. Working conditions are primarily in an office environment. Exercises direct supervision over assigned staff and functional and technical supervision of project staff.
Essential Job Functions:
Responsible for creating design specifications for various transportation projects.
Performs detailed engineering calculations.
Prepares analysis reports of assigned transportation engineering projects that help implement the SA Tomorrow Multimodal Transportation Plan as well as the Vision Zero and SA Bikes Programs.
Performs site assessments and environmental assessments as needed.
Conducts public meetings and various public relations tasks which may include media briefings.
Supervises assigned staff in the day-to-day operations and directs project staff as needed.
Responds to citizen inquiries and complaints regarding assigned projects.
Provides technical assistance to other divisions and departments.
Coordinates with other divisions, departments, or municipal agencies on transportation projects under design.
Meets with consultants on various transportation projects to discuss designs and design problems.
Performs related duties and fulfills responsibilities as required.
Job Requirements
Bachelor's Degree in Engineering from an accredited college, university or engineering school approved by a State Board of Registration for Professional Engineers.
One (1) year of engineering experience.
No substitution for education allowed.
Valid Class 'C' Texas Driver's License.
Engineer-in-Training (EIT) certification in the State of Texas.
OR Engineer-in-Training (EIT) certification from another state with the ability to obtain an EIT Certification in the State of Texas within 6 months of employment.
Preferred Qualifications
Experience using Microsoft Office, MicroStation Software, AutoCAD Software, Synchro Software, ESRI Products, and Street Remix.
Knowledge and experience with transportation engineering and implementing multimodal projects with an emphasis in the safety of vulnerable road users.
Experience with coordination and project collaboration with multiple departments, stakeholders, and agencies.
Effective communication and presentation skills with the public and outside agencies.
Experience in reviewing project scopes and cost estimates for departmental programs such as Vision Zero, Bike Infrastructure Management Program (IMP), and Quiet Zones projects.
Knowledge with procurement process for design and construction projects such as Vision Zero, Bike IMP and Quiet Zones as well as attend all pre-bid meetings.
Experience in plan reviews and specifications for Public Works Bond Projects, Vision Zero and Bike Infrastructure Management Program projects.
Experience in providing oversight and direction to City or Consultant Inspectors for the mentioned projects.
Knowledge of federal Americans with Disabilities Act (ADA and ADA Accessibility Guidelines (ADAAG)), Title VI, and the National Environmental Policy Act (NEPA) laws, guidance, best practices, and requirements for federal compliance on projects sponsored by federal agencies (pass-through and directly).
Familiarity with federal, state, and local standards, current trends, and best practices.
Knowledge and familiarity with bicycle and pedestrian safety programs and resources, such as Vision Zero®.
Experience working with federal sponsors (Federal Highway Administration (FHWA), Federal Transit Administration (FTA) and Department of Energy (DOE), Metropolitan Planning Organizations, state departments of transportation (DOT's).
Experience with Texas Department of Transportation (TxDOT) Advance Funding Agreements.
Experience with the Department of Transportation regulations, COSA's Municipal Code regulations, FRA regulations, Federal Highway Administration Guidelines, National Association of Cities Transportation Officials (NACTO) best practices, Manual on Uniform Traffic Control Devices (MUTCD), and construction best management practices.
