We are seeking a senior-level manager to lead BNL’s Quality Management Office, which stewards for the Laboratory a multitude of functions that are consistent with quality assurance, performance and risk management, and continuous improvement and learning. In this role, you will champion and steward structured and disciplined methods to reasonably assure the U. S. Department of Energy (DOE), Battelle (BNL’s operating contractor), and the Laboratory Leadership Team that BNL is meeting the high expectations of our sponsors and stakeholders.
In this critical position, you will report directly to the Deputy Director for Operations and partner closely with your colleagues on the Laboratory Leadership Team to deploy quality and enterprise risk management tools, measures, and mitigations essential to identifying and preventing events and issues that could negatively affect the Laboratory’s performance and reputation.
Although collaboration and partnership are essential in this role, your independence is critical to hold the Laboratory team accountable. You are a skilled communicator, an influential voice, and a trusted advisor. Your clarity of thought, discernment, critical thinking, and analysis expertise, along with your ability to balance competing interests to do what is in the best interest of the organization will help you succeed.
In addition, you will lead an organization of more than 35 experienced quality and performance management professionals who exercise thought-leadership in contractor assurance on behalf of the entire Laboratory. Together, your team provides the people, processes, and tools to independently assure the Laboratory Leadership Team, DOE, and Battelle that we are performing as intended, appropriately managing risk, amplifying impact, and continuously improving.

As the BNL QMO Manager, you inspire and motivate your team by providing vision, leadership, and management as you:
Are responsible for overall development and delivery of effective and efficient quality programs that comply with applicable regulatory requirements as defined in the Prime Contract (e.g., 10 CFR 830, DOE O 414.1D, NQA-1, and DOE O 232.2A).
Provide an independent view of institutional- and organizational-level performance that supports a vibrant culture of continuous learning and improvement at all levels.
Execute BNL’s performance management framework.
Serve as the main advocate for BNL’s Contractor Assurance System (CAS) Program.
Serve as the communication leader with DOE, the Leadership Team, BSA employees, and others in matters related to quality and enforcement performance.
Contribute to the Laboratory’s mission impact so that BNL continues to be recognized as having a highly effective and efficient performance management system across DOE.
Provide strategic stewardship of BNL’s Enterprise Risk Management processes and assist senior management by prioritizing risk across the enterprise and coordinating strategies for managing it.
Provide stewardship of the Quality Management System and the Integrated Assessment Program Management System.
Provide leadership and management, including mentoring, overseeing day-to-day operations, assessing staff development and performance, and resolving conflicts.
Build critical relationships with leadership across research and mission support organizations.
Apply expert analytical skills to gather, synthesize, identify salient points and themes, and draw conclusions from both quantitative and qualitative information.
Required Knowledge, Skills, and Abilities:
Bachelor’s degree in an Engineering discipline or closely related field of study, with 15+ years of progressively responsible experience in the areas of enterprise-level planning, performance, and/or quality management with at least 5 years in management.
Proven strategic leadership experience while developing creative, innovative solutions in a complex, multidisciplinary team environment and having significant programmatic responsibilities.
Excellent oral and written communication skills in both formal and informal settings, along with the ability to influence and effectively articulate the effects of organizational changes on Laboratory strategy and quickly adapt to changing conditions.
Demonstrated skill in building critical relationships with sponsors and with networks across research organizations in order to understand the relevant business opportunities and risks necessary for executing planning processes and cascading Laboratory strategy.
Noted ability to connect with people at all levels of an organization showing openness, transparency, and humility.
Demonstrated problem solver and change agent with a mindset of curiosity and learning.
Demonstrated history of high execution and follow-through to make meaningful changes that benefit the organization and its members.

Must be a U.S. citizen with the ability to obtain and maintain a DOE Security Clearance (Q clearance).
Preferred Knowledge, Skills, and Abilities:
Masters degree highly desireable.
Significant progressive experience in implementing quality assurance/control requirements and principles.
Demonstrated knowledge of NQA-1 implementation.
Demonstrated knowledge and experience with DOE Order 414.1D, Quality Assurance and DOE Order 232.2A, Occurrence Reporting and Processing of Operations Information.
Certifications from the American Society of Quality (ASQ) in Quality Management or related areas.
