Deputy Director for Operations and Innovation NATIONAL LIBRARY OF MEDICINE
THE POSITION: The National Institutes of Health (NIH), is seeking exceptional candidates for the position of Deputy Director, Operations and Innovation (DDOI), National Library of Medicine (NLM), NIH. The DDOI, NLM shares with the Director responsibility for NLM’s research, operations, and public services and ensures that health disparities research within NLM will advance DEIA goals by reducing health inequities. NIH is the foremost agency for funding biomedical research in the U.S., with a $47.5 billion budget supporting its mission to seek fundamental knowledge about the nature and behavior of living systems and to use that knowledge to enhance health, lengthen life, and reduce illness and disability. NLM is one of NIH’s 27 Institutes and Centers, with a workforce of approximately 690 Federal staff and 750 contractors and an annual budget of approximately $490 million. NLM’s organizational structure includes five major divisions and six office units, including a vibrant intramural research program and a national extramural research and training program. The DDOI, NLM brings extensive scientific achievement in biomedical informatics, operational experience in large research institutions, and expertise in innovation to guide the NLM towards excellence in service and research. Along with the Director, NLM, and co-equal with the NLM Deputy Director for Policy and External Affairs, The DDOI provides strategic leadership for NLM operations, maintains situational awareness, develops and implements strategic management models characterized by accountability and innovation. The NLM provides the world with vast biomedical literature resources and biomolecular data repositories that together serve millions of people every day.
In collaboration with the NLM executive leadership the DDOI, NLM establishes the scientific and operational strategic direction and leads the planning, development, implementation, and operations of NIH-wide mission-critical scientific literature and data resources, intramural and extramural biomedical research, and support NLM institutional management functions. As such, the DDOI, NLM, must possess a forward-facing vision of data science, biomedical informatics, and library science initiatives and resources. The incumbent must possess a broad scientific and technical knowledge base to comprehend the depth and breadth of the NLM’s service research mission and research portfolios, and remain abreast of the evolving research, technology, and open science. The DDOI is also responsible for leading multidisciplinary teams addressing the diversity, equity, and accessibility initiatives within the NLM, representing the NLM in NIH-wide enterprise initiatives.

REQUIRED QUALIFICATIONS: Applicants must possess a Ph.D., M.D., or comparable doctorate degree, in the biomedical sciences plus senior-level scientific experience and knowledge of research programs in one or more of the NLM’s scientific areas broad vision and the ability to integrate science across multiple disciplines. They should be known and respected within their profession as individuals of scientific prominence, with a distinguished record of research accomplishments. The DDOI, NLM will be a recognized leader who is able to perform the duties and responsibilities of this position within the framework of agency policies, mission, objectives, and resources. They must have demonstrated expertise and significant accomplishment in overseeing research and service provision with 24 x 7 reliability and leveraging public and private resources in support of the conduct of major national programs. In addition, the candidate must have experience and demonstrated ability overseeing and establishing scientific and operational strategic direction while leading planning, development, implementation, and operations of a major national program of biomedical science and health care supported by mission-critical scientific computational infrastructure and advanced and emerging technology capabilities. They must have excellent communication and speaking skills appropriate for diverse audiences and the ability to work across diverse groups and develop solutions to challenges in a highly partnered and matrixed environment. Strong program management and relationship-building skills are essential to delivering multiple, interdependent initiatives that span many stakeholders.
SALARY/BENEFITS: The DDOI, NLM will be appointed at a salary commensurate with the selectee’s qualifications and experience and NIH salary guidelines.
