GENERAL RESPONSIBILITIES
We are looking for a Quantitative Data Analyst with Public Health expertise to join our team. The ideal candidate has a Master’s degree in a related field; at least 3-4 years of strong evaluation and research experience and at least 3 years working with R programming; and has the ability to work full-time. The Quantitative Data Analyst is responsible for conducting statistical analysis for evaluations of programs and initiatives within the sectors of philanthropy, education, health, and related domains. The Quantitative Data Analyst will lead evaluations where skill sets, expertise, and experience are aligned and will participate within evaluation teams on all aspects of projects, including the evaluation design, evaluation plan, methodology and instrument development, data collection procedures, analysis, and reporting. The Quantitative Data Analyst is expected to review professional literature in the field as needed and report to appropriate staff members on findings related to topics of interest, including promising practices. In addition, the Quantitative Data Analyst is responsible for coordinating, developing, and contributing to a library of Data Science tools, statistical techniques, data visualization strategies, and other data science resources. We are looking for a data analyst with a strong commitment to culturally-responsive and equitable evaluation.
KNOWLEDGE, SKILLS, AND EXPERIENCE
Thorough knowledge of the principles, practices, and procedures of research and program evaluation practices, particularly culturally-responsive and equitable evaluation; ability to communicate ideas clearly and concisely, orally, and in writing; strong report and proposal writing skills; ability to establish and maintain effective relationships with clients, staff and administration; comfortably conducting independent data analysis in the statistical programming language R, project management skills and preferred proficiency in G-Suite (Google Docs, Sheets, and Slides), ATLAS.ti or similar qualitative analysis software is preferred; proficiency in mixed-methods evaluation with a capacity to do both quantitative and qualitative analysis; knowledge of measurement theories and experience with the design, validity, and reliability of instruments. Additionally, a background or experience in the following are also preferred:
Data science experience including writing and reviewing code in the R programming language
Ideally candidate will have some familiarity with Shiny, RStudio, Posit Cloud, the tidyverse, and writing functions
Experience with leading multi-site evaluations is a plus
Experience beyond university coursework requirements in program evaluation and research
Experience in research and evaluation settings strongly preferred
Experience managing multiple project timelines
Experience developing time-series and nested models
Experience in developing pertinent, actionable reporting and/or dashboards for both academic and layperson audiences
Knowledge of public health concepts, principles, policy, and best practices to collect, analyze, and interpret data from a population health context.
Full working knowledge of the concepts, principles, practices, methods, and techniques of utilizing population health data sets.
Knowledge of federal and District policies, procedures, regulations, and guidelines relevant to data privacy, data protection, and current health trends.
Analyzes, evaluates and interprets data and regulations emphasizing public health topics.
Experience with writing code and developing data analysis strategies both independently and collaboratively
Familiarity with selecting the most appropriate statistical test for a project
ESSENTIAL TASKS:
Perform data analysis (data coordination, database management, statistical modeling, data matching, secondary data analysis, interrupted time-series, etc.) in R
Collaborate with other programmers to develop analysis strategies for projects and quality control (QC) R scripts
Independently assess and facilitate discussions about the strengths and limitations of novel datasets through exploratory data analysis and investigating outlier and missingness trends
Analysis of longitudinal data sets
Analysis of nested data sets
Identify and obtain access to use data from various sources (nationally and locally) to support population health metrics that will be utilized across projects with appropriate data sharing agreements
Develop survey instruments
Report writing
General Coordination (scheduling and facilitating meetings, etc.)
Prepare, merging, and cleaning large, national, Federal and restricted use datasets for analysis
Prepares nesting models, data linking
Additional tasks include: Project proposal development, participation in staff meetings, and supervision of activities of clerical personnel

Location: Fully Remote (with the option to use office space if located in North Carolina)
