Position Summary:
Under the general supervision of the Transportation Manager/City Traffic Engineer this position performs technical and skilled paraprofessional traffic engineering work involving signing and marking, street lights, traffic studies and surveys, construction barricading & traffic control, and traffic signals.
Distinguishing Characteristics:
This position has no supervisory responsibilities. Under direct general supervision, this job class is expected to exercise independent judgment in the disposition of daily activities.
Essential Duties:
Receives, investigates, and responds to service requests from the public and other sources addressing vehicle, bicycle and pedestrian conditions and problems
Develop traffic mitigation solutions to improve safety and traffic efficiency
Perform general transportation research activities in responding to citizen issues and concerns
Prepares work orders for traffic sign installation and street striping
Collect, review and analyze various traffic field data, including volume, speed, parking and citizen surveys.
Review and analyze collision data provided from Police for trends and prepares reports.
Other Duties:
Assists with the planning and design of streets and driveways for the safety, control, and flow of traffic
Promote bicycle and pedestrian trips within the city and assist professional staff in seeking grants and other funding opportunities for education and facility improvements
Review, analyze and develop traffic signal plans and strategies to improve traffic signal operations
Reviews development plans and traffic impact analysis (TIA) to ensure conformance with City standards
Attends the Pedestrian, Bicycle and Traffic Advisory Committee (PBTAC) meeting, and other public meetings for capital improvement projects, as needed to support professional staff
Performs other duties as assigned
Qualifications:
Education and/or Experience:
Equivalent to two (2) years of post-high school class work in civil engineering or traffic signal systems and operations, and three (3) years of experience in paraprofessional traffic engineering work within the past five (5) years. Any equivalent combination of education, experience and training which provides the knowledge and abilities necessary to perform the essential functions of the position will be considered.
Licensing, Certification, and Other Requirements:
Possess a valid Arizona driver's license or ability to acquire one within three (3) months of hire. Bachelor Degree in Civil Engineering, Traffic Engineering or a related field and/or registration as an Engineer in Training (EIT) certification a desire.

Knowledge of street and traffic control systems including signals, signing and marking

Knowledge of current literature and research in the traffic engineering field such as the Manual on Uniform Traffic Control Devices (MUTCD), and the AASHTO Green Book
Skill in recognizing hazards within street rights-of-way
Skill in preparing written communications for administrative and technical purposes
Skill in oral communication in one-on-one and group situations, utilizing public relations techniques in responding to inquiries and concerns
Skill in establishing and maintaining effective working relationships with State, Federal, and other local officials, elected officials, vendors and suppliers, and City residents
Skill in organizing, prioritizing, and accomplishing work within required timeframes
Skill in reading, interpreting, and applying plans, specifications, codes, and regulations
Ability to provide superior customer service while operating in a dynamic environment with diverse community interests and needs
Ability to exercise independent judgment
Physical Demands And Working Conditions:
Work is performed in a standard City office environment and outside within public right-of-way and at construction sites
Safely operates required equipment and City vehicle as needed
Position requires walking extended distances and traversing uneven terrain at times in adverse weather conditions and climbing ladders into and out of excavations for inspection purposes
Clearly, concisely, and effectively communicates both in person and over the telephone
Work is performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities, and needs
