What you will be doing: As the Deputy Assistant Director for the Facility Professional Services (FPS) division, you will provide leadership and management of the programs that provide professional level facility planning and management of state public works construction projects, with the goal to provide safe, efficient, cost effective, and well managed facilities and Capital Projects. You will help to facilitate clear business objectives, empower and equip team members to pursue and achieve those objectives, and keep it all tightly aligned with state and agency goals.

An expert in Public Works contracting: You have seasoned experience in the management of all phases of capital construction and a working understanding of the principles and practices of public works contract administration including planning, budgeting, design, and construction of a wide variety of facilities.
Capable of making hard decisions: You must be capable of making critical decisions and recommendations affecting the design, construction, and schedule of a major portion of the state's capital construction program and the long-range strategic goals of the division.
An excellent communicator: You must be able to analyze and understand complex technical issues, and communicate the key concepts, legal obligations and alternatives to non-technical staff and decision makers. You must be able to write policies and procedures for contract administration. Further, negotiation and communication skills are required in interfacing with senior level management, building officials, regulatory agencies, legislative staff, and the news media.

Duties
The Deputy Assistant Director supports the Assistant Director in the execution of on-going operational activities for FPS business lines, serves on the FPS Leadership Team, has full authority to act on behalf of the Assistant Director for FPS and has lead responsibility for developing a customer focused, world class organization that promotes a Lean culture, provides vision and leadership, and drives operational excellence in all program areas. The position oversees the following functions in the division: Energy, Engineering & Architectural Services and Planning and Project Delivery Programs.
Some of what you will enjoy doing:
Serve on the FPS Leadership Team consisting of the Assistant Director, Deputy Assistant Director and the program managers of the Energy, Engineering & Architectural Services and Planning and Project Delivery Programs. This team works together to provide stewardship, direction and guidance for the division and to implement the strategic framework, to cultivate a healthy and professional culture, to prioritize division resource and priorities, and to establish organization frameworks that provide rigor and accountability of division operations.
Plan, coordinate and schedule division presentations, and recommendations for the Facility Steering Committee (FSC) for agency decision and actions.
Review proposed legislation for policy, operational, and fiscal impact to the division, agency and construction industry.
Ensure the successful delivery of FPS division services by overseeing professional managers whose staff members are responsible for the delivery of for public works design and construction contracting for state agencies, and the technical and community colleges, as well as for facility planning and assisting with the development the capital budget for Enterprise Services, and the capitol campus.
Lead a team of management analysts to develop and implement processes and performance measures that result in a measurable increase in customer satisfaction, financial health and team satisfaction for the division.
On behalf of the Assistant Director, develop the division and program budgets, budget projections, and budget packages, assist in the development of the capital budget, assists in managing the division budget, and provide expertise to the other division units in preparing their budgets and allotment requests.
Facilitate the overall customer experience of FPS customers and process partners to ensure that services are efficient, effective, and conducted in a way that best serves the agency.
Oversee the statewide public works, and contract administration training program to ensure compliance with public works laws.
Implement practices and working conditions that achieve inclusion in the workplace and the way we serve the public. Encourage all agency employees to participate in DEI work at all levels. Demonstrate flexibility, adaptation and cross-cultural communication skills when interacting with others. Advocate, share and encourage ongoing training.
Qualifications
Required Qualifications:
Bachelor’s degree in Business, Engineering, Architecture, or Construction Management or equivalent experience; AND
At least five (5) years of experience leading professional teams in a public works/contract environment.
Required Knowledge, Skills, and Abilities:
Understanding of public works laws and public works project management.

Preferred Education, Experience, and Competencies:
Licensed as a Professional Engineer or Registered Architect in the State of Washington, or with another state having reciprocity.
Master’s Degree in Public Administration, Business Administration, Engineering, Architecture, or Construction Management.
Four (4) to five (5) years of project management experience and/or a project management certificate from an accredited college or university or a Certified Project Management certificate from the Project Management Institute (PMI).
At least five (5) years of managing a portfolio of work in the Architecture or Engineering fields.
